Overview

Steampunk is seeking a growth-minded Business Development leader with deep Law Enforcement or National Security domain expertise to align our IT services—cloud, cyber, data/AI, platforms, and human-centered delivery—with mission outcomes across the Federal government. You will support our account strategy, opportunity identification, pipeline creation, and capture from early shaping through award, partnering closely with delivery, solution architects, and executives to solve high-impact mission problems.

Contributions

  • Support the Account Strategy: Collaborate with Growth, Delivery and Operations Leads to build and execute multi-year account plans for targeted agencies (e.g., DHS components such as CBP, ICE/HSI, TSA, USSS; DOJ components such as FBI, ATF, DEA, USMS; Intelligence/Defense as applicable).
  • Identify & Grow Qualified Pipeline: Identify and qualify opportunities aligned to Steampunk capabilities with clear next actions and stage discipline.
  • Mission-to-Tech Translation: Elicit mission needs (intel, investigations, vetting, enforcement ops, case management, insider threat, border/port security) and map them to enabling tech (secure cloud, zero trust, cyber ops, data engineering, AI/ML, MLOps, DevSecOps, low-code, platform engineering, UX/CX).
  • Customer Intimacy & Shaping: Build and maintain executive relationships, drive discovery sessions, and shape requirements, acquisition strategy, and evaluation criteria prior to RFI/RFP.
  • Capture Leadership: Lead captures from pursuit through proposal—black-hat, competitive positioning, pricing strategy, teaming, key personnel, call plans, and solution win themes.
  • Contracting & Vehicles: Leverage GWACs/IDIQs/BPAs; coordinate with Contracts to position on-ramps and set-asides where appropriate.
  • Proposal Excellence: Support compliant, compelling proposals; develop customer-centric messaging, and help tailor past performance narratives.
  • Internal Collaboration: Work with Delivery and Operations leads to ensure offerings are feasible, logically-priced, and risk-mitigated.
  • Thought Leadership: Represent Steampunk at sector events; provide guidance for mission-focused POCs/POVs, demos, and use cases showcasing measurable outcomes.
  • Forecasting & Opportunity Tracking: Maintain CRM (Salesforce) hygiene, provide accurate forecasts, and participate in opportunity reviews.

Qualifications

Required

  • 8–12+ years in Federal business development/capture with a strong win record in Law Enforcement or National Security markets.
  • Demonstrated relationships with decision makers and/or senior stakeholders in at least one target component (e.g., FBI, CBP, ICE/HSI, TSA, ATF, DEA, DHS HQ).
  • Working knowledge of Federal acquisition (FAR/DFARS), source selection, and evaluation methods.
  • Fluency in modern IT services: cloud migration/ops, cybersecurity/zero trust, data platforms, analytics/AI, DevSecOps, platform engineering, and human-centered design.
  • Strong executive communication, storytelling, and negotiation skills; comfortable with C-suite and mission operators alike.
  • Must demonstrate the ability to work in a team environment and have strong communication skills.
  • An entrepreneurial desire to build a business and a strong “Self-Starter”.
  • Must demonstrate the ability to work in a team environment.
  • Candidates must be local to Washington, DC and able to support in-person customer engagements.


Preferred

  • Prior service or delivery experience supporting LE/NS missions (investigations, intel analysis, case/records management, biometrics/forensics, vetting/adjudication, insider threat, border security).
  • Experience with GWACs/IDIQs (e.g., GSA MAS, SEWP, CIO-SP, Alliant, OASIS+) and agency-specific vehicles/BPAs.
  • Familiarity with human-centered design, agile product management, and measurable CX/mission outcomes.
  • Bachelor’s degree required; advanced degree or relevant certifications (e.g., PMP, CFCM, AWS/Azure, CISSP) a plus.

  • High-tempo, team-first culture; comfortable with ambiguity and rapid iteration.

About steampunk

Steampunk relies on several factors to determine salary, including but not limited to geographic location, contractual requirements, education, knowledge, skills, competencies, and experience. The projected compensation range for this position is $150,000 to $200,000.  The estimate displayed represents a typical annual salary range for this position.
