Overview

As a Business Analyst Lead you will lead the collection, capture, and management of mission user needs from prioritization, concept development, and feature writing to support development and deployment. Provide expertise in business process and system analysis, design, improvement, and implementation efforts and in translating business process needs into technical requirements. Provide expertise in change management and training support. Provide organizational and strategic planning for a wide variety of technical and functional environments. Provide expertise in, but not limited to, Configuration Management, Strategic Planning, Knowledge Management, Business Analysis and Technical Analysis.

Contributions

Responsibilities include:

  • Provide Independent Verification and Validation (IV&V) for Section 508 compliance through testing and auditing
  • Provide Section 508 compliance testing and validation for applications, websites, surveys, forms, and documents residing on premise or in the Cloud (i.e., SaaS).
  • Use manual inspection techniques, assistive technologies and automated tools for 508 Compliance testing of Web and software products, including ability to periodically conduct assessments of large sets of websites for Section 508 Compliance. Client uses the Accessible Name and Description Inspector (ANDI), Web Accessibility Tool (WAT), and Site
  • Improve to perform 508 compliance testing, per DHS Trusted Tester guidelines.
  • Work with content owners, application teams, project managers, developers, and vendors in identifying and correcting Section 508 compliance defects.
  • Conduct Section 508 related outreach and communications.
  • Facilitate Section 508 training to include quarterly training on how to create 508 compliant documents (e.g., Word, PDF, PowerPoint, etc.) and compliant content.
  • Perform Section 508 program compliance metrics and reporting, actively work to sustain and improve outcomes.
  • Experience working in an Agile software development environment and familiar with agile/scrum structure and ceremonies. This includes experience using Agile Tools like Jira and Confluence.
  • Communicate and coordinate between stakeholders, POs, and team members including designers, BAs, developers, Scrum Masters, across other teams.
  • Facilitate Increment and planning sessions with clients and team members to ensure that planned work is well defined, planned, articulated, and understood.
  • Develop educational resources, such as white papers, tutorials, and presentations in support of outreach and training activities for the Enterprise.
  • Participate in planning sessions with clients and team members in order to ensure that planned work includes necessary compliance and accessibility standards where appropriate

Qualifications

Required:

  • 10+ years of professional experience, with 5+ years of relevant experience
  • Ability to obtain a public trust
  • Able and willing to work independently and in a fast-paced environment with tight deadlines, with minimal supervision
  • Excellent interpersonal skills, as well as excellent communication skills, verbal and written to both technical and non-technical audiences that are in a geographically dispersed environment (conference calls, Skype, face-to-face)
  • Ability to produce high quality technical documentation and analysis
  • Take initiative to recommend process improvements and demonstrate creative thinking

Preferred:

  • Experience working compliance on large application with multiple business/content owners.
  • Active or prior DHS Trusted Tester Certification - or ability to obtain within 3 months

Steampunk relies on several factors to determine salary, including but not limited to geographic location, contractual requirements, education, knowledge, skills, competencies, and experience. The projected compensation range for this position is $75,000 to $140,000.  The estimate displayed represents a typical annual salary range for this position.
