  • Overview

    The Project Manager will be responsible for overseeing the successful implementation of a portfolio of small to mid-sized agency internal technical projects that range in complexity and technology. The primary objective will be to support customer IT operations, maintenance, enhancement, and sustainment of the customer infrastructure and applications currently hosted in multiple platforms, supporting the IT investments, information assurance projects, application development, and project management. The candidate will report to the contract project manager and assigned government leads for coordinating project activities with other Federal resources and third party contractors to oversee the execution of and manage projects.  The projects will range from Infrastructure integration including Enterprise Security, Telecommunication, Workforce Development, Business Process, and to Mobile Application implementation projects.  The IT Project Manager / Practtitioner will serve as the liason between the Department, customer, and project stakeholders and will be resposible for the overall sucess of the project.  


    The candidate will be expected to develop and deliver various project management and System Delivery Life Cycle (SDLC) documentation in support of these agency internal IT projects, and to provide expertise and technical guidance in the implementation of the projects, if needed. The candidate will work within the existing contractor team, which includes a contract Project Manager, other IT Project Managers, business analysts, and technical staff, but will have a significant amount of independence and autonomy in developing the appropriate implementation approach to the assign internal projects. Additional work and responsibilities will include:

    • Supporting Government leads and staff in planning and implementing program schedule and performance management practices that enable reliable and efficient operations of project technical teams
    • Supporting the Government technical leads in administering and supporting the partners for interface planning, requirements gathering, and production system matters and providing technical program documentation as it relates to system enhancements and technical achievements.
    • Oversee and manage a portfolio of internal customer projects, to include providing recommendations on project priorities, implementation timelines, and technical approach to completing projects.
    • Implementing organizational change to support and influence government technical team on project delivery

    Required Skills

    • Technical Implementation Experience (Has managed an enterprise IT implementation project)
    • Experience overseeing, managing, and implementing multiple technical projects at the same time with special attention to Risk identification and Management
    • Consulting experience across the government and within matrixed organizations
    • Ability to work independently and across various skill levels
    • Knowledge and experience delivering technical projects within a software development lifecycle (SDLC) and Agile Development Life Cycle (ADLC)
    • Exceptional communications skills (technical and business) with a keen awareness of organizational dynamics and organizational change management skills
    • Flexibility and ability to quickly adapt to a customer environment
    • Experience in developing project schedule using Microsoft Project 
    • Development and delivery of weekly Project Status Reports and Executive briefs

    Preferred Skills

    • Program Management Professional (PgMP)
    • Technical Certifications (any technology certifications can apply)
    • Earned Value Management (EVM) experience
    • Network and/or Systems Engineering (installation, configuration, and maintenance of servers, workstations, and virtual machines) or management of such projects 
    • Experience with specific software applications including, but not limited to:
      • Splunk
      • Microsoft PowerBI
      • Project Server 
      • Microsoft Team Foundation Server
      • SharePoint 

    Minimum Education

    • Bachelors Degree

    Minimum Years of Relevant Experience

    • 5 years
